Part 2: Trusted Data Collaboration — The Real Bottleneck to AI Deployment

In Part 1, we argued that procurement reform is the fastest lever to accelerate AI deployment in Switzerland and Europe.

But procurement alone is not enough.

Even if contracts move faster and pilots scale more quickly, most AI projects still run into a deeper, structural barrier:

Data.

And more precisely:

Data access, data sharing, and liability around data.

In the original strategy article, we described this as the next major step.
Because in practice, the biggest obstacle to AI adoption is not models or compute—it is data governance.

This is where Europe and Switzerland face a challenge—but also a unique opportunity.

Why Data Is the Real Bottleneck

Most enterprise AI projects follow the same pattern:

  1. A promising use case is identified.
  2. A pilot is launched.
  3. The model works in a controlled environment.
  4. Deployment stalls because:
    • Data is siloed across departments
    • Legal teams block data sharing
    • Liability is unclear
    • No standard contracts exist

The result:

  • AI stays trapped in pilots
  • Cross-company data collaboration never happens
  • Productivity gains remain theoretical

In the main strategy article, we argued that Europe can win the AI race by becoming the easiest place in the world to deploy AI with sensitive data.

But that requires a fundamental shift.

Europe’s Hidden Advantage: Trust and Regulation

Many policymakers see regulation as a disadvantage.

But in reality, Europe and Switzerland have:

  • Strong data protection frameworks
  • High institutional trust
  • Clear liability traditions
  • Mature legal systems
  • Industry standards in regulated sectors

These are not obstacles.

They are strategic assets.

If structured correctly, they can turn Europe into the global leader in high-trust AI deployments.

Instead of competing on:

  • The largest models
  • The most GPUs
  • The biggest funding rounds

Europe can compete on:

The safest, most reliable, and most deployable AI systems.

What “Trusted Data Collaboration” Actually Means

Trusted data collaboration is not just about data sharing.

It is about creating predictable, standardized, legally secure ways for organizations to use data together for AI.

That includes:

1) Standard data-sharing contracts

Simple, pre-approved legal templates that define:

  • Who owns the data
  • How it can be used
  • Who is liable for errors
  • How models can be trained
  • How outputs are audited

Today, every data-sharing project requires months of legal negotiations.

That must drop to weeks or days.

2) Industry data rooms

Secure, governed environments where:

  • Multiple organizations contribute data
  • Access is controlled and logged
  • Models can be trained without raw data leaving the environment

Examples:

  • Insurance claims data pools
  • Hospital treatment datasets
  • Manufacturing defect databases
  • Legal and compliance case repositories

These are not theoretical ideas.

They are practical deployment accelerators.

3) Federated and privacy-preserving learning

In many sectors, data cannot be centralized.

Instead, AI systems should:

  • Train across multiple organizations
  • Without moving raw data
  • While keeping control local

This is especially important in:

  • Healthcare
  • Banking
  • Government
  • Critical infrastructure

4) Standard AI liability and audit frameworks

One of the biggest blockers for enterprise AI:

“Who is responsible if the model is wrong?”

Without clear answers, large organizations will not deploy AI at scale.

Europe can lead by:

  • Defining standard AI liability templates
  • Creating audit trail standards
  • Establishing incident response frameworks

In the main article, this was described as building an “AI assurance stack.”

If done correctly, this becomes a global export product.

A Practical 24-Month Action Plan

Month 1–6

  • Create standard inter-company data-sharing contracts
  • Define AI liability templates
  • Launch pilot industry data rooms in:
    • Insurance
    • Healthcare
    • Manufacturing

Month 6–12

  • Roll out federated learning frameworks
  • Launch cross-border EU–Swiss data collaboration pilots
  • Publish standard AI audit trail guidelines

Month 12–24

  • Build full sector-wide data ecosystems
  • Enable cross-industry AI models
  • Introduce recognized “high-trust AI” certifications

The goal:

Make Switzerland and Europe the easiest place in the world to deploy AI with sensitive data.

What This Would Change in Practice

Today:

  • AI pilots struggle to access data
  • Legal uncertainty slows projects
  • Cross-company AI is rare
  • Scale is difficult

With trusted data collaboration:

  • Data access becomes standardized
  • Legal barriers shrink
  • Cross-company models become normal
  • Entire industries can deploy AI together

This is where the real productivity gains will come from.

Not from bigger models.

But from better data ecosystems.

Why This Matters for Switzerland

Switzerland has:

  • Global leadership in finance, pharma, insurance, and manufacturing
  • Strong data protection culture
  • High trust in institutions
  • Dense industry clusters

That makes it an ideal testbed for:

  • Sector-wide AI data ecosystems
  • Trusted collaboration frameworks
  • Cross-border AI deployments

In other words:

Switzerland does not need to win the model race.

It can become the global reference market for high-trust AI applications.

The Bigger Picture

In the main strategy article, we argued that three moves matter most in the next 18 months:

  1. Procurement reform
  2. Trusted data collaboration
  3. Standardized AI assurance

Part 1 focused on procurement.

Part 2 shows that data collaboration is the next critical lever.

Without it, procurement reform will only accelerate pilots.

With it, Europe and Switzerland can scale AI across entire industries.
